There has been many post on various online forums in Portugal over the past year about the problems of getting small packages delivered to Portugal from the UK. There seems to be some common problems so Hey Portugal have decided to investigate.
Royal Mail International Signed For parcels are tracking in the UK only and at the point of delivery, so you cannot find out from Royal Mail where the package is when it has left the UK. For this service Royal Mail partner with GLS, who are a European courier company who operate in Portugal and are responsible for the package's final deliver to its destination.
This last bit is were things have been going wrong, as some parcels are not being delivered to their destination. We have had personal experience of GLS reporting they have tried to deliver twice but no-one was home, which was not the case. We have also had reports of this happening and parcels being sent back to the UK as undeliverable. Sometimes addresses are not recognised, sometimes the courier will nto deliver to a Apartment.

We want to get an overall picture of what the main problems are and where they are occuring in Portugal, is it particular local depots or is it nationwide.

We are sorry but we cannot investigate individual problems, due to Data Protection laws GLS and Royal Mail will not speak to us about individual cases, quite rightly, but we will report our progress and any outcome to this investigation.
NB. After receiving many complaints we made contact with GLS, but didnot get the response we wanted.
